Having a weak mentality is also a form of weakness. As you said, he could've used his pheromones to dominate those alpha board members, but he's mentally broken.
Of course, that wasn't his fault. That's a result of long-term mental abuse. He didn't have the mental capacity to take the offensive stance. What he had was defensive strength that made him survive thus far. And just because someone is strong that doesn't mean they don't need help.
And yes, his security personnel suck, that's cuz his family suck, and that's why he also suck. (╯°Д °)╯╧╧
This Omega's security personnels sucks at guarding. And Owen you suck. He's not weak He have such strong pheromone that could knock down an Alpha yet he wont accept it. He could've used that to dominate during meetings.
