It's just that some ppl only consider incest when it's blood family, I honestly don't like it when they're adoptive brothers bc that's family either way, for step brothers I guess it depends, like, I'm in my 20s and if my mother remarried rn that person's child would not be my sibling in my mind, you can't force a bond like that, but if you have been step siblings since you were children and were raised together as siblings, it'd be weird not to view each other as brothers
