Because of his stubbornness and persistency make her feel uncomfortable so he doesn't want him near her anymore
pretty sure she said it already in chapter 65. she wants to grant his wish of living peacefully in this life so she won't recruit him. although with how stories usually go, I think she'll still end up recruiting him lololol. I do want it to turn out that way too, since he's become my favorite brother out of the three even with his little screentime so far.
After him cutely sobbing like that, how could you say "nope"?!???? The guilt in my heart I would feel after realizing he has his memories AND all the sobbing??? GIVE HIM A CHANCE. YOU'VE GOT THE OTHER BOYS WITH YOU, WHY NOT ONE MORE???
