First mention of him is in chapter 7, there are a few flashbacks in later chapters. There hasn't been any chapter with details about their relationship yet, maybe there won't be any more depth put into that situation.
When Shin meets the car shop crew for the first time he stresses about being rejected (again) because of the rumours and his spotty criminal background. He's just finding out in the previous chaper that J edited his CV to make his stay at Lump Spark easier, free from the gossip and prejudice. CIA stalker/boyfriend gets a gold star fot that one, very cute detail added to their story.
