Your placing all the blame on Guwon like the other people didn’t directly help foster this environment.
It’s easy to for them to blame everything on him, when they were too cowardly to say when/if they disagreed with him.
But we, as the audience, don’t even know what is really going on still.
I definitely think someone or something influenced Guwon to be this way, but as we saw with the doctor's story, he's been doing this since before a lot of the people arrived there.
I'm guessing he did something to the actual residents of that lil community and THEN started collecting others he deemed worthy of staying alive. It's a twisted sense of sacrificing the weak for the sake of the strong or "the few to save the many" 'cause if Jinwoo hadn't lied about being a teacher this series woulda ended in like 2 chapters.
Guwon thinks that the strong are the only ones who have the right to live. He's like a toddler ((almost quite literally given he's got the brains of a doorknob rn lol)) with too much power. He doesn't realize that this kind of power structure will not work in the long run. He WILL eventually run out of tenants in his community at the rate that he just kills people for the smallest things.

I think you’re making a lot of assumptions about the plot that we have no confirmations on.
But in reality we have no idea what Guwon’s thoughts or opinions are at all yet. We only have had very small clues to his thought process.
Though, I must say Guwon is a grown intelligent man? He’s not like a toddler at all. He just has no idea how the world works apparently?
He’s kinda like an alien that was dropped on earth with no knowledge.
I think guwon really just has a brain of a toddler that need to be teach anything...He's empty like a blank slate ...however the safety of the town gives a meaning to his life. Plus, he most likely shaped his sense of morality around the atrocities he saw since the apocalypse.
But the thing is, people might have never teach him what's wrong and what's right because they're scared of contradicting him...which is why he is now so obsessed with mc who still has kindness and a fair sense of morality. (and he indeed told him he was wrong lol)

He wasn’t some passive cog dawg—He ENDORCED the rules with blood, and he damn well stood by them. Saying “everyone is complicit” doesn’t erase the fact that he held the knife.
