I love u both but those are two different terms.
Xenophobia is about hating people from different country regardless of their race.
Racism is about hating a specific race regardless of where they are from.
Both terms are applicable in here: they hate them because they are an enemy country and they hate them because they are of different race.

Nah, white British and white Americans are generally considered the same race (white) but different ethnicities nowadays
Race is a social construct based on perceived looks/physical characteristics whereas ethnicities are based on shared heritage, culture, language etc
Since this is a simplified art style it's hard to say if the empire folks feel the island folks look "different" physically or just culturally (like clothes and whatnot) to say whether its a race issue but for sure xenophobia.
I guess the powers could also be counted as a "race" difference lol
