Questions about historical manhwa settings?

I've been reading alot of Historical manhwas these past few years and I've always wondered, Why are Ladies-In-Waiting are usually nobles?

Isn't that usually the job for Maids? Is it normal for lower ranking nobles to work for higher ranking nobles? What will they achieve tho? Isn't it shameful to say that you 'worked' for someone as a nobles?

    Ladies in waiting are (lower ranking nobels) attendees assigned to a female member of a royal family to act as a companion and help with day to day activities. Usually its a close friend or a cousin or a wife or daughter of a peer)

    They dont necessarily get paid but do gain social or political capital (power)

    For example, they're able to hang around the queen till they're let go and they're able to attend banquets with the queen too (which in theory, might raise their status)
