No, Sunwoo has sexually harassed that poor man since they met. Seme could've stopped it any point. Seme is physically much bigger than the uke. He is also more worldly. He is also more powerful in terms of wealth, prestige etc.

2. There would've been court orders, legally sanctioned damage fees etc.
