damage rate : the rate that the original story/world is starting to be erased (I'm gonna assume that it's trying to revert back)
buffs: im assuming its the same as the gaming terminology "temporary or permanent positive effect applied to a character, item, or even a game element, enhancing its power or effectiveness." in other words it just means that a positive effect is being used when its activated
