Omg gurrl. He's not a man raising a cuckoo baby. He IS the biological father. FL appearance isn't similar to her parents is because of her earth power. When she exhausted, her appearance changed back into the original that similar to her father. Then that same father throw his own daughter to a tower with believe she can thrive there experimenting with good mages without bother checking properly. He did invest a lot of money to the tower just to ease his guilt, which that money ofc be used by all greedy people there. His own daughter tortured in the tower and actually died when she was 3/4 y/o. Because she has earth power, she made a doll from earth which her soul move into that after her born body died after unable handling the torture. So yeah, actually the duke lead his own daughter to her death. It's only by the lucky power FL has, she can continue living.
