Like, Ian does not have the context of everything that's happened in the past. He was made to rely heavily on Heron. That doesn't just GO AWAY with a snap. The whole point of the story is that conflict between what he feels loyal to vs what he actually wants. If that's just resolved then there isn't a story anymore. Like this season JUSTT started.
