I agree. Though, they do specify NCBC which is in Petaluma, California. The generalization is just there since they probably cannot really be bother to be familiar with the place due to the language barrier, small time frame of stay and assistance from the one who recommended them, or they just don't bother to mention cause it's not that relevant to the plot. But in the case of Americans doing it, it's most of time - ignorance, and again generalization.
I just find it funny how they keep on saying "America" instead of the name of a city or a school
Kinda reminds me of how Americans will say "Africa" or "Europe" like it's just one country
