The thing is if you re read previous chapter none of the townsfolk see Guwon as leader i mean Doc in early chapter said they just called Guwon boss bcuz he just rolled with it but 20 and 23 show us they just sucked it up to Guwon cuz they afraid of the hounds since they worshipped Guwon. Author confirmed he does love Teach it just one sided from Teach side as for control i think his love is border more on obsession he live only for Teach since he was the only one nice to him
guwon is masking his intense feelings as love, when really it’s about control. i don’t believe he’s as clueless as he lets on because what man with such naivety would be able to lead and keep an entire town of people in order. he doesn’t like the teacher because the teacher is just a pawn, but one he chooses to keep a bit closer than the rest.
