He did not get recruited with Xebec before because it is not his time yet, just like Pedro with Roger. Their time is meant to be on the side of the true Pirate King!!
It may sound impossible for now but Oda will make way! Maybe Chopper can create a medicine to make him small, just the opposite effect of his rumble ball. Or maybe the devil fruit he ate? Im dont remember what it is and its power, but hopefully hahahahヾ(☆▽☆)
