It's the prince who keeps on sending women on his place. It's the prince who keeps testing Carcel saying that Carcel not accepting women bcs of Ines. If Carcel won't comply, it means that Carcel is lusting over his wife (prince 1st timeline) and it's not his (Carcel) but rather Ines since Carcel is the empire's sword.
Basically, it's the prince who's mocking Carcel for not remembering and for both ines and him to not make the right choice (not remembering).
