No, there would be a chance that she would regenerate ala Tomie if her blood or brain matter was splattered all over some poor schmuck and it would be the Last of Us but without fungi.

Cement breaks after a few years so she can escape I suppose we can burn her to ash then put her in a jar then a chest then cement then throw into the deepest part of the ocean

I was thinking more of cement boots and have her sink to the bottom of the ocean. While she MIGHT escape...she would also had to deal with drowning, facing Lovecraftian sea creatures, or worse.
That too, the feeling of drowning over and over and over again is terrible that a person can feel despair on the first 10 minutes.
