From my understanding, the dragon is slowly losing his power. So, maybe this will be the final time.
Besides that, if the seal is weakened, then Circe would definitely made sure another child that can hold her mana is born.
Nah here me out. What if after hundreds of years later that damn Dragon breaks free like this again and a story began? After all every story has a backstory but we never get to hear it much.
