So he’s just a very very old fashioned guy since he basically slept throughout the whole revolution of the afterlife, making him kinda uh radical HAHA ;; I love how diverse and deep even the side characters are and how the plot is focusing on him! He’s such an interesting character
I’m guessing what 704 is talking about (“moderates and extremist”) is the fact that goblins used to, or still do, hate humans (as geumsun used to say to 704 as well, since reapers are still technically human)
Back then, humans used to hunt goblins down because of a wrong believe that having the hands and feet (?) of a goblin, would bring wealth.
Some goblins felt betrayal since humans and them used to be besties. Other goblins felt hatred and began to kill both humans and reapers.
704 is now accusing the new goblin guy since he was watching jaws, but never interfered whenever jaws was eating a human. And the new goblin guy is strong enough to suppress or even kill him - and if he could, why wouldn’t he just do it? -> that’s kinda the gist of it I think
