A comment or a user?
click on the title of the comment, there'll be a report button beside the thumbs down option, specify what the persons doing !

You can report a comment by clicking the title of the comment and the report button is on the right side, and for a user i just looked at it i dont see a report button but if you go to their profile, and scroll all the way down, there is a red block button
How do u report again?
