Oh Sehyun is the one who frequents and also it was shown in one of the earlier chapters (before 100 i think) about giving the card to people to make them loyal.
Also on another note, that place may be a front so that people don't think that he and Sehyun are talking about other things and instead will make people think they're just normal people.
Im pretty sure he is not dipping his dipper anywhere. It is too risky and so far we have seen him leave every time his cousin has been bringing girls in. It makes no sense for him to.do it on his own. I think it kjght just be him drinking alcohol when he was underage at the worst
