as someone said before maybe because he sent to the labyrinth when he's younger and if you're questioning why he didnt go to him when he was a baby maybe (its my own speculation) either he's busy killing other dragon who tried to conquer/destroy Solath or he knows it already that his mate are born there and he didnt go right away because he still a baby. thinking that no matter what he can track his mate (possibly didnt know the spell is exist) again its my own speculation tho

All I remember is him saying he'd be his mate until the "real one" comes along. But then he made Eyra his mate, which I thought skipped a step, but maybe I missed something
