Probably.... but he's not presenting outwardly with any animal characteristics. Maybe he is carrying a semi-immunity to the livestock disease on some genetic level- like maybe being a carrier, but not presenting with the symptoms.
In addition, through little A's flashbacks we are actually seeing the original "Fluffy". The livestock disease was first characterized as hitting humans and turning them into human/animal hybrids. There was never any mention of it hitting animals and turning them into humans. What if the company has been experimenting with ALL living individuals on A's farm and turned the dog into a animal/human hybrid?! (⊙…⊙ )
