"Uniform November Oscar" is just him spelling UNO in radio format - when spelling a name on the phone or radio, if you say, for example, N, the other person might easily confuse it for M or other similar sounding letters, so you say "November" which is a longer, clearer word. The person listening on the other side of the line will take note of only the first letters of the words you're saying: so Uniform (U), November (N), Oscar (O). Hope it helps :)
