Your brother is in fact a murderer (with no remorse might I add) and is there for a reason why he is being punished in the first place. Isshin isn't exactly in the right but he's the only one who can handle Youjirou. It's the father's fault for basically neglecting him in the first place just because he's so "special" being a biter.
