Karga is like a filler for a town boss more then anything
I think maybe karga exists as a reminder of who ishino is aka clavis since they have the same tattoo. It would be funny is karga was meant to be clavis but was a failed attempt!
kargas was like the prototype of forcing obedience on the experiments, and project clavis was to take that obedience and try to force it upon a subject to control the others via lust.

The town bosses came first as a bio-weapon expeirment, but then they were too smart and didn't listen to orders. karga was made like the town bosses, but then injected with some type of voice recognition back tattoo that eletricutes him i think if he doesn'tlisten. Karga was a success in the way he will listen, but it was a conditioned response the town bosses wouldn't work with since they were much more grown "beasts".
