It is a bot for the site who scans the web for new chapter that's why uploaders have begun using the Placeholder chapter for future releases. It's very annoying as a feature and also meaningless because if it is not a good translation and has poor quality you can easily imagine the mess...
It's an inbuilt bot, not all the stories on here are uploaded by real users. I'm fighting nail and tooth w the bot on Little Mushroom sometimes it uploads even when I put a placeholder
