
It's because it isn't registered in the Chinese media system thingie. The writer of Revenged Love once had an adaptation done for a pretty daring BL novel of theirs called Addicted and the producers of Addicted at the time registered it in the Chinese media system thingie (no idea what it's called). It got released in China for Chinese citizens to watch. When authorities realized the show was gay as hell, they banned it and got it down the streaming platforms 3 episodes before the finale, then banned the main actors from ever meeting and working with each other again. (If I'm not mistaken, the creators later released the rest of the episodes on YT for free.)
The producers of Revenged Love though most likely learned from that and did not register it in China. It's released on foreign streaming services for foreigners to watch. Chinese people cannot watch it legally and the Chinese authorities cannot censor it or take it down since it's not streaming in their country.
The actors might still be affected though. They could be banned and side-eyed by the industry so it's a big risk for them. I hope they'll get some opportunities outside China if that's the case.
