After I read ch 21 I think there is resemblance in Victor and MC’s dad just the eye colour and though!
But also how he was introduced? Why would a random character be introduced out of nowhere like that? It really seemed like it was the kind of “now her father is doing this at the moment” scene

So maybe it really is just setting him up as the 2nd ML by making him seem significant to her.
