It's always "Let's fuck and put everything and everyone at risk and make a mess to confirm our feelings!" On the other hand? The empress is not playing AT ALL. She's bad, manipulative and a very evil bitch. But she gets shit done. She formes alliances, makes deals, gets support, brainwashes a lot of people and is almost always a step ahead. If it weren't for plot armour the main couple would be six feet under.
