I believe she never confessed for the shake of her happiness. I know she introduced both of them to each other (haebom‘s parents)- I think her circumstances with her own family were so bad that she realized pulling heaboms mom into it would lead to everything, but happiness. So she gave up on her love. She definitely wanted to be the one in haebom moms life, but they were from two different worlds in the end.
I was re reading and I always felt like Taesung's mom had a crush on Haebom's mom but she never told her, then she married out of obligation or something and that's why she acted so distant to Taesung at first.
I don't remember if they explained it later I'm just gonna keep reading lol
