Actually, the monarch of time may have had some sort of premonition or sight of the future, seeing the lee geon with its power, as for lee geons hidden powers, it may have be dormant powers, or smth like that, allowing him to be a "mutant", fighting as equal to the constellations while just being a human. So he was from day 1 one a god lol pore his family all of this... Makes sense but strange at the same time at that time he didn't had these powers so how can they think at that moment they were the god they need to kill? That's messedup even he himself didn't know he had these powers until he stuck there.....
