The reason for the two being separated was because if the two stayed together they'd be happy while everyone else around them is miserable, but if they were separated then only the twins would be miserable while those around them would be happy. Originally, one of the twins should have been killed, but the Secretary smuggled the one the mother handed over and raised her as his own before she ended up in the orphanage, the one that burned down.
