I don’t think so, because in chapter 6 the seme was genuinely looking for the uke — he couldn’t find him anywhere and eventually found him in the classroom. I think that’s also when he realized that, since the uke’s parents had died, he would rely on him if something bad happened. From then on, he started causing bad things to happen to the uke just so he could step in and help him.
