I don't get the over reading too much into the relationship towa and herapi. It was shown at the start of their relationship that towa was also interested with herapi (although herapi is much more expressive), it's just that towa is more nonchalant about it and was turned off when herapi tried to take him away from the place he felt like he "belonged". And if Meguru didn't come into the picture, towa wouldn't let herapi in his life again may be true. But that doesn't mean that towa wasn't capable of loving herapi again. He just lost a sight of himself because of the environmental influence, so when it disappeared, he was no longer pressured to play a part of a leader Thus, allowing himself to actually love.
