Mr. Yang was in fact, as I suspected, behind the security cameras THAT day. He blackmailed Taewoon, the step-dad, into forced intercourse. The poor terrified guy accepts it and they do it.
After that, Sangwoo laughs after noticing the step-dad's marks on his body. He decides to "clean him" aka he reclaims his "omega" and they have sex.
Later, Mr. Yang tries to blackmail Taewoon again. Nonetheless, He ALSO sees the new marks on the poor guy's body. He takes his revenge and the step-dad is later gang-raped. Maybe that is one reference to the novel's title "Father's Public Property."
