Loving someone is like caring for them and wanting the best for them. Being in love with someone is liking them romantically and wanting to spend the rest of your life with them . That’s how I see it anyways.

Sure! When someone says "I love you" it's already a serious confession but being "in love " is usually considered to be a stronger romantic feeling, like a dreamy feeling of having found your soulmate. The difference isn't that big but being "in love" is considered more happy and blissful, like the honeymoon phase.
