I think he means to just point out the irony that the audience would think he's free (cuz he's technically out of prison) but he's still unable to just peacefully live his life how he wants. He only went to prison because he needed money for his bakery after someone stole from him, so that being under someone's thumb is his actual cage. The bakery was supposed to be his lifeline and way of making money without doing shady odd jobs, but the yaoi gods said no :(
This man worked so hard to get into prison, got out on a special temporary release, and now he's whining about not having his freedom, lol. "I'm still caged... :(" yeah bro, you did that to yourself.
I think the author expect us to forget that he intentionally got himself put in prison lol
