    Kinda. Vinter kept repeatedly turning back time, and Penelope's soul shattered after all those times of dying. Every death chipped at her soul, till just a tiny part remained and was reborn as Cha Siyeon and later pulled back in. So really only a tiny bit of Cha Siyeon is OG Penelope
