they literally explained that they can't do that since they need to win public opinion too since the public favors the council right now

At the author exhausting every excuse why they can't just march on the council because it would literally solve every problem and end the story in two chapters. This is a mild criticism, btw, bc i like reading the story, but it is wearing out very quickly.
