I get what the author wants to do, it's just executed poorly. Slow burn should give more and more clues about the developing feelings as time goes on, but in their case it's hinted through glances that they are somehow interested in each other but there wasn't any progress after that. Atp I would be satisfied with both of them suddenly confessing and getting a happy ending.
