He wants to be loved, but he doesn't know if he actually is. So although heart loves him, he doesn't think that's because of victor.
Also victor is a scientist, he probably doesnt place any sentimental value to the heart, like he thinks love will come from the brain (like most people) which is why he asks these question to head. Like yes both dick and head treat him like shit, but hes used to that, thats what he expects henry to be like.
