Still...even a neglected child would be a bit taller when his body went through puberty. It seems he doesn't even have any big illnesses or disease, so it shouldn't affect his physique other than being malnutritioned with his lack of a balanced diet.
What I mean is, it's not natural for him to look that small. But I guess that's all fantasy, so anything could happen...?
