No the one who fell down the stairs is one of the bullies. 16 presumably orchestrated that incident. He’s not dead but was seriously hurt instead. Evidenced by how he was saying he was pushed but the surveillance didn’t catch anything, so it was the work of a pro. Who else but our 16? I’m not sure exactly what else 16 did with the rumors but just basically assume 16 got revenge for 647.
