What did the temple say the reason was for letters and things not reaching ml??? Wtf they ...

If I remember it right, the temple didnt really want Cavil to come back. They took the supplies that could be a huge help on the battlefield and also they wanted the precious medicine for themselves. But there would be an investigation if only the letters reached Cavil, since it would be weird if she wrote about what she send and he didn't receive it. The same goes for Cavil's, if he didn't receive what she wrote about, he would tell her. So to hide the deliveries altogether they had to make it look like either side send anything. They also wanted to cause unstability I guess.
