Yea it's weird but there are some cases in real life where teens grow very fast when they reach or before they reach puberty then they stop growing while they're still in puberty due to how fast they grew they reached the limit too quickly my brother experienced this
So yea young girls in anime that have big bazongas but their age are 15-18 is weird but it can also happen in real life just not that big, that huge while still young is fiction but it also adds some beauty points to the character that people like.
