I think he did since he left the "cleanup" to the other men... I doubt all of them are on his side, he would probably be still alive if he said he would take of him himself but everyone would be suspicious. He think probably whispered his plan and the cop was shocked that he had turned into that type of person

guess he wants to bring him down by bringing himself too and doing whatever it takes, even killing someone he deeply cared about it, to do it... I mean i will always appreciate a lawful neutral character but he looks like shit and ruining himself physically and mentally while doing this
