I dont think so, because the author made it clear that Sy-on boy has a little crush on Anya. It would be weird to make them siblings
If she's #7, we can conclude that there are a lot more humans were used as experiments. But we can't be so sure that they have only experimented on kids. And there was a theory before that Anya's mom was also a test subject because in Anya's memories, her mom was wearing what looked like a hospital gown
So I have a few theories
1. Mom was a patient from the hospital where Dr. Forger (Twilight) works, mom died and Anya became an orphan, and then was taken by the hospital director to be one of the test subjects
2. Mom was a test subject all along, got pregnant by one of the scientist that was doing the experiment, Anya grew up in the laboratory thats why she only has memories of her mom
3. Mom is one of the scientist, but lets not ahahah
but how did Anya got out of the laboratory, my take is someone help her escape or she was discarded as a "failed test subject" because I dont think that the laboratory or the operation was busted because even Loid dont know about it and only got to know recently about Project Apple (from where Bond was from)
Okay but how about Yor's organization? We also dont know shit about that and the chapters about it was lacking info and I did not understand shit. But the woman with curly hair (leader???) looked like she also had some i dont know powers
