He’s someone who’s kinda similar to Moondae and has the ability to rewind time when he dies but he has no system to guide or give him. Because of this ability he kinda developed a perfectionist attitude that one small thing he kills himself. He became obsessed with Moondae since he’s an anomaly and he didn’t meet him in his previous cycles and even tried to kill Moondae to see if he can also rewind time? It’s been so long since I read the novel but yeah he kinda did multiple kidnap attempts to Moondae but he kinda went around sometime if I remember correctly.

Right, they ended up brawling lol. But Cheongryeo is a growing character in my opinion. So he's not entirely bad i guess
