He just has an inferiority complex and is jealous of ML accomplishment without much effort because of his S class rank. He's trying to use the MC to 'beat' ML in terms of accomplishments or something. Even I barely understand after reading the novel, but I only know that he just wants to 'win' against the ML.
what's the NSA guy's agenda? he ''just wants to help'' but also doesn't have a guide anymore and seems pretty unhappy MC will be demoted to a A-rank. is he helping him just to get a S-guide to himself?
