I think what Ido did is the right thing. He realized that Sejin never had a real saying in anything in life. So he gave him a job that is stable, helped him study to maintain it. He took away the abusive family that was dragging him down, and then gave him the choice to decide on their relationship after saying it was not good to bond over the fear of being alone.
It seems cruel to Sejin but he needed to be freed first in order to actually starting to live his own live.
I've always said rapists don't have a way to make up for what they do. Although for me Ido is a criminal, not a man that made a mistake, I feel like he really did a good job thinking in ways to repay Sejin and giving him what he needed to succeed in life. I hate that the author still made them bond a second time, but at least Sejin wanted it this time.
